For the life of me I could not find a way to make Excel export a CSV file with every field quoted. And to simply change the delimiter it wanted me to change some system wide "regional" setting.
So I made this utility. Save a file as CSV from Excel. Then upload that file here, and you'll get back a file with the same content but with your chosen options such as delimiter, quotes, line endings, and more.
